Description:
To support the end-of-life messaging for Drupal 6 we are going to update the Updates XML for Drupal 6 to ensure that versions lower than the latest release are correctly prompted to update to the final version, and that the final version points users to End of Life information.

Backout plan: Revert or modify XML changes or roll a last D6 core release as needed (see issue)
