I wanted to use DS 8.x-3.1 to move the Block TITLE field down in between other custom block fields.
After creating a single panel layout and saving that layout for the FULL viewmode, I did not see the TITLE field exposed.
I needed this for a custom Block Type, but I also tested on the default Block Type and it also had no TITLE field.

I have the same problem. I created a custom block, but the title of the block is missing.
