Time ago formatter untranslatable

It is currently impossible to translate date ranges, making it impossible to use this formatter on a multilingual site.

Since these values are set through Configuration Management, you can translate them using the Configuration Translation module. However, you will need the patch from #2639382: "Authored on" string on multilanguage sites not translating; always renders English "ago" for "time ago" format to make these values available for translation.

I'll close this issue as a duplicate, so we can focus our efforts in the related issue.
