New system for releasing Drupal contributions

This was a discussion about the future of releasing Drupal contributions, the current state of the effort, what it means for Drupal developers and administrators, and a place to brainstorm future additions and functionality that can be built on this new foundation.

Derek passed out a handout that summarizes the new system, instead of projecting slides. The discussion involved answering some lingering questions and clarifying how the new system would work, but mostly focused on how to make the system easier for contributers, especially those not familiar with CVS.

Some of the specific details in the handout are now out of date, given that core version numbers are switching to 2-digits. Also, the specific proposal for CVS tag and branch naming conventions that involved both - and _ in the names has been changed. Currently, the plan is to use -- (2 hyphens) as the delimiter in the tag and branch names, where _ had been proposed.
