Implemented #2321683: Allow admin to decide whether tracking changes defaults to 'on' or 'off - added module configuration form with option to enable/disable changes tracking by default
This release should be feature complete.
Added permission to access the highlight changes block and see the tracked changes. Added post_render callback for entities to remove tracked inserts and deletes if user doesn't have access to see them.
