Neither of the mentioned modules support Drupal 10. This document needs a complete review/revision relating to Drupal 9/10.
To collect the information about a user's qualifications we will use the Field collection module, but you can consider to use the paragraphs module as the alternative.
A user's account has fields for entering the information about his qualification, such as: Level, Institution, Date. User can have different qualifications, therefore fields must enable to enter multivalues.
