bibcite 3.1.0

This release of Bibliography and Citation represents a minor version increment (3.0.x to 3.1.x). The main reason for designating this as a new minor version as opposed to a patch-level release is that it replaces an abandoned library for parsing BibTex imports with a more well-maintained equivalent, as described in Issue 3580362. The maintainers do not anticipate any backward compatibility issues or change in parsing behavior; rather, the maintainers are dressing this change in "minor version" semantics out of an abundance of caution. Additionally, this release changes the minimum compatibility with Drupal core from 10.0.0 to 10.1.0
