Simplify Complex widget - Expose select widget for "Add existing node"

Problem/Motivation

At the moment selecting an existing entity is a 3 step process for the user because of unnecessary buttons when it could be 1 click. Currently the user has to click a button to avail the select list then select their option then confirm or cancel. The confirmation for an existing node is superfluous and confusing to a user if they've already selected the item the found in the list. Confirmation/Save is really only necessary when creating a new node.

Also, because it's an entity reference field, the layout order of "Add new" and "Add existing" would be backwards more often than not.

So it makes more sense from a UX perspective to have the option to select existing before creating a new entity so layout for this would be [Select existing ] or [Add new ].
