klaro 3.0.0-rc15

This is the 15th Release Candidate for next stable release 3.0.0 with some changes.

Notes

We updated the Klaro-JS library and use now the smaller "klaro-no-translation-no-css.js". Please make sure that drupal/klaro_js is also updated.
