Problem/Motivation

CKEditor 5 only works with HTML-based text formats, that is why it refuses to enable the module filter.

Steps to reproduce

Try to enable Marketo Forms filter for any html formar based on CKE5 - /admin/config/content/formats

Proposed resolution

Ideal solution is to create individual brunch for CKE5.

Until we don't have a solution, we may patch CKE5 module to enable filter provided by marketo_forms.

I've implemented the button to insert form for CKE5.
So we need two patches - one for core (to enable content filter) and another to apply CKE5 API button tool.

It was tested for D 10.2.3
