The simplified media library functionality was simplified in the wrong direction for a lot of use cases— when you are selecting only one item at a time, "Save and insert" is the only action you want.
Go to Administration > Configuration > Media > Media Library settings /admin/config/media/media-library and Enable advanced UI and enable this module, and that is exactly what you will get.
Features
Make Save and insert the only button on the "advanced" UI version of the media library "Add or select media" modal dialog window.
Post-Installation
Currently, there is nothing to configure after enabling the module. Do ensure that Drupal core media is set to enable advanced UI as noted above.
